The package manager in the debian image reports that the upstream packages have been removed for jessie/main for ARM64.
There are many other projects reporting this, e.g., Err http://ftp.debian.org jessie/non-free arm64 Packages 404 Not Found Fetched 505 kB in 7s (66.7 kB/s) W: Failed to fetch http://ftp.debian.org/debian/dists/jessie/main/binary-arm64/Packages 404 Not Found
