This is a major breaking changes breaking JS sdk (the interface of dispatchable call transfer) and other substrate-based chains (Currency trait).

One way to avoid the breaking change is add a new method and have the existing one calling the new one with a existence requirement AllowDeath to preserve existing semantics. The Currency trait should also have default implementation to avoid breaking other non substrate runtime modules.

yeah, we could perhaps do something like have transfer(origin, dest, value) that calls another balance api named something like transfer_more_complex(origin, dest, value, existence_requirement) with ExistenceRequirement.

Some nits and the core logic seems correct IMO. But I would take this slow and make sure
1- It is the desirable way to do this: probably get a sign-off from @xlc a/c @gavofyork. Maybe actually adding a secondary checked_transfer is better.
2- I am not sure how much this breaks (we are not changing storage right? old transactions cannot be replayed but I assume each transaction is executed agains the runtime at that block so it is okay?) but make sure it goes in smoothly.

Transactions are only valid for a given runtime version anyway so old unconfirmed transactions will be invalided anyway on runtime upgrade. So I mostly care about existing polkadot js code still works and existing runtime module outside of Substrate don't need unnecessary breaking changes (i.e. add new method with default implementation to a trait is fine, modify existing will be a breaking change). I understand breaking changes are sometimes unavoidable but in this case it not hard to avoid break one of the most commonly used method (transfer).

I'm ok with adding fn transfer_some which only transfers some of the balance, never all. If the value is too high, then the transfer will fail.

That said, I'm not sure if this really is a pain point given that we now have a means of getting the total fee. @joepetrowski under what conditions could an account accidentally be reaped when the exchange didn't want it to be given that we now have the RPC for determining fees?

Based on the discussion, yes in my opinion. That seems to be the safest option. yet, I won't be shocked if we change/remove it in the future.. but it doesn't seem like a lot of effort to add it so I'd be okay with that. The only complication I see would be for generic-asset. It should just call the normal transfer?

PS. This will be substrate's 4000'th PR once merged 🚀

generic-asset doesn't have existential deposit policy implemented at all so you shouldn't need to worry about it.

Should add a test and polish up the documentation (including adding transfer_some to the "Related functions" section of transfer).

we could change transfer signature of Currency trait to:

	fn transfer(transactor: &T::AccountId, dest: &T::AccountId, value: Self::Balance, liveness: ExistenceRequirement) -> Result {

I think that we should try to avoid breaking anything if we can. See @xlc's first comment in this PR.

Xlc comment is about not changing the Call. We can still have transfer and transfer_keep_alive in Call and have transfer(...., liveness: ExistenceRequirement) in Currency trait.

I feel generalizing the trait here doesn't harm

Depends if anyone else has implemented anything on it - third parties might have done. That said, if it is to be changed, now is the time to do it.

looks like the consensus is to ditch transfer_inner go use the trait? looks good and can be merged thereafter.

As with the native runtime, we now catch all native panics when we
execute the wasm runtime. The panics inside the wasm runtime were
already catched before by the wasm executor automatically, but any panic
in the host functions could bring down the node. The recent switch to
execute the native counterpart of the host function in `sr-io`, makes
this change required. The native `sr-io` functions just `panic` when
something is not provided or any other error occured.

'decl_storage!'.

* The implementation of substrate-rpc-custom was a bit verbose and repetitive.
This commit makes the implementation simpler by intruducing a struct which
represents query for a typed value in storage. The new struct is called
StorageQuery. A StorageQuery wraps a raw StorageKey but is not directy
constructable. To construct a StorageQuery, the user must supply an
implementation of a srml_support::storage::generator trait such as
StorageValue or StorageMap.

A type implementing one of the generator traits can be aquired by:
A) marking a storage item as pub within a call to decl_storage (recommended)
or B) implementing one of the generator types manually.

While option B may sometimes me necessary, it's not recommended because
separate manual implementaions may lose sync with the original definition.
