Final steps to deploy Statemine on Kusama:

• Ability to upgrade from Shell
• Call filter Create Call Filter for Launch #64
• Statemine config Set Config File #14 (using shell chainspec)
• Shell -> Statemine runtime upgrade Shell -> Statemine Upgrade #81
• Merge and include Remove duplicate Issued/Burned events in Assets pallet substrate#8935 (freezer can be in an upgrade)
• Update Substrate/Cumulus/Polkadot dependencies Update to Polkadot v0.9.2 #83
• Final weights Weights from benchmark machine #56
