runtime upgrades: temporarly disabled because of an issue in subxt

Currently, it's possible that runtime upgrade uses old metadata and the actual runtime upgrade does nothing and that is bad because the staking-miner can't really detect that. See paritytech/subxt#1319 for further information.

Because of that runtime upgrades are temporary disabled in the staking-miner until that is fixed.

For the normal usage, it should be sufficient to wait ~6 seconds (until a new block is finalized) and restart the staking-miner to wait until the runtime upgrade is applied and utilize the new metadata.

Sorry for that but it's way worse to continue without knowing that.

I managed to work around that and apply the update ourselves
