Describe the feature

It will be helpful to have an in-process measurement of per-stream network throughput (in terms of bytes/s) for e.g. #908.

It's important not to export this as a metric for consumption by e.g. Prometheus, as it should be left to such tools to calculate rates over their own intervals.
