I often find my myself running help commands in a separate terminal while a pants command is running. If there is not a good reason to limit this, it would be nice to be able to do this concurrently without setting PANTS_CONCURRENT=True.

Thansk! The best fix is #7654, but we may be able to special-case this in the meantime?
