Scala import of Java method not inferred #13750

A Scala import like:

import akka.http.javadsl.common.RegexConverters.toScala

...for a Java method, will not be inferred.

This is likely because we don't expose all symbols from Java code currently: only types.

This represented roughly 2.5% of the issues in akka-http.

This is related to #13745, in that we don't extract symbols from Java currently, only types.
