Steps to reproduce

  1. Create a folder
  2. Navigate into the folder
  3. Create a filter inside
  4. Select the file
  5. Click on "Add or edit tags" in the breadcrumb actions-menu

Expected

The tags panel of the folder you're currently in is shown.

Actual

The tags panel of the file is shown.

We have the same problem in the tiles view, which is probably more relevant.
