don't wrap quick actions into next line (user management)

Steps to reproduce

1. Go into user-management app
2. Have a screen width of 1400px or smaller
3. Open the right sidebar

Expected behaviour

Quick actions in table should stay in one line

Actual behaviour

Quick actions wrap multiple lines (see screenshot)

Might be that some truncation is necessary. In the files app we hide certain columns when the viewport is too small.
