Steps to reproduce

  1. Disable outgoing federation sharing (needs to be absent in capabilities of files_sharing)
  2. Navigate to the form for sharing a file or folder with people

Expected behaviour

The form should not show any hints of federation sharing

Actual behaviour

The description message of the sharee autocomplete form element says Add new person by name, email or federation ID's.
