[QA] make ociswrapper capable of run,update,stop single ocis service

Currently, ociswrapper can only start, stop and update ocis server (as a whole), and run ocis commands.
Since there's no ocis command to stop specific ocis service when using single-binary ocis, ff we could make wrapper able to start, update and stop individual ocis service, then we could be able to manage ocis services individually.

This might help #10316 (comment) to move forward.
