OCS privatedata endpoint does not exist

the endpoint /ocs/v1.php/privatedata/getattribute seems not to exist

This endpoint is afaik not used by anybody. This API tries to mimic a key value store.
One better uses a real key value store.

I vote for not implementing this at all.
