[5.0] Theming structure in web will change

The theming structure for web will change which needs an adoption in ownCloud Web with Custom Theming.

Discussion summary:

• We are splitting up the ocis admin docs to versioned docs
• In this process that will take place in the next weeks, I will:
  • Keep the content for web theming for 4.0
  • Adapt the content for next and 5.0 so there will be no config but some minimal description text and a link pointing to the dev docs for theming
• We will take the time do discuss when theming is has a higher degree of maturity how we handle this in future like when going to 5.x or 6.x
