[QA] Balance out length of test pipelines

Balance out the number of features/scenarios in each pipeline, so that every pipeline can finish at about the same time.
We have these issues in different repos, so this issue will be generic for those issues.

Find outs from the drone:

1. OCIS
   a. core API tests: maximum time taken to complete pipeline 15 - 20 minutes in one pipeline and other pipelines finish within 15 minutes. So no need for refactoring pipelines.

   • b. local API tests: only apiSpaces suites pipeline takes 20+ minutes, there are lots of features in a single suite, so need to break down the suite

2. OCIS and Web
   a. web-acceptance tests: time for pipelines having locks-related tests take more than 40 minutes, locks-related tests were not implemented so we can get rid of those tests, and time will decrease. As we are not going to implement the acceptance test on the web.

• Remove unimplemented web acceptance tests [full-ci] [tests-only] Remove unimplemented acceptance tests web#7642
• Add the list of removed scenarios to the issue List of removed/skipped nightwatch acceptance test scenarios to be implemented in playwright web#7264

@grgprarup maybe we can close this PR. When the web id gets bumped in ocis then the CI will fail with unexpected passes or changed line numbers. Either we or some dev can look into it when that happens or take this PR as a guide. I don't see the need of keeping it open. However, you can decide. I'm moving it to the backlog for now

Since the time for pipelines is satisfactory. This PR owncloud/ocis#4654 is closed in reference to PR owncloud/ocis#4779. So closing this issue as well.
