For some reason if SecRuleEngine is set to Off, requests started to be receive 500.
Vide: SecRequestBodyLimit (ctl:ruleEngine=off) test case (part of tests/regression/config/10-request-directives.t)

Post only with SecRequestBodyAccess On.
