feat: enable addition of local-definitions and findings in OSCAL Assessment Results Generation

Description

C2P supports two directions: compliance-to-policy and policy-results-to-compliance. This issue focuses on the return direction, where OSCAL Assessment Results are automatically generated by providing values for only specific fields, allowing the framework to populate the remaining fields as needed. Previously, only observations were generated in this way, but recent use cases require the ability to also add local-definitions and findings during the auto-generation process, as permitted by the OSCAL format. This feature will enable these additional elements to be incorporated into the auto-generated Assessment Results.
