it most likely is caused by Phased Updates, which are a kind of soft-release scheme for updates in ubuntu and its derivates.. |

Hmm, I haven't seen this behavior on my kinetic desktop. What does Also, perhaps obvious, but one way that packages can become held back is that if you've manually installed a package that pins versions of dependencies. |

I noticed this a while back and thought it would resolve, but it happened again today:

sudo apt install -f
the packages that were kept back.Are my
