Why does GitHub Copilot Chat have its own account listing in VS Code?

Couldn't it just use the normal GitHub sign-in?

Matter of fact, when I press on "Manage trusted extensions", none show up.

However, when I do the same for me normal GitHub sign-in, GitHub Copilot Chat is in that list.
