I read here:

You can fork any public repository to your personal account, or to an organization where you have permission to create repositories

Perms exist:

$ gh api /orgs/$ORG --jq .members_can_create_private_repositories
true

An attempt to fork a public repo fails:

$ gh repo fork 'octocat/Spoon-Knife' --org $ORG
failed to fork: HTTP 403: You cannot fork this repository to the selected destination due to a policy. (https://api.github.com/repos/octocat/Spoon-Knife/forks)```

(an attempt to fork on https://github.com/octocat/Spoon-Knife/fork says "Insufficient permission")

Is it that public repos cannot be forked as private?
