Azure DevOps Pipelines branch filters not working for pull requests

Ran into some very strange behavior today trying to submit a PR from my personal repo jzabroski/fluentmigrator to the project repo fluentmigrator/fluentmigrator - when I look at the Checks tab, it is empty. This was working on Thursday, and there is no notices for either site having any incidents on their status page. All I can find is a not-so-helpful thread (https://github.com/orgs/community/discussions/25720?fbclid=IwAR0TpByjSQMMcg4Uta_KXyfDTF8noymG5NoM6UCZTJqoK0cKjfvzf81ASyk) saying to keep trying over and over again until it works.

But.. When this happens, there is no way to force checks to run, because the system thinks there are no checks, so it doesn't offer a way to re-run them

This is still a problem but I don't see any support happening here so I'll just close this.
