Organization-wide templates

I've created a .github repo which hosts default configurations for repositories within the FAVE organization. Currently:

• Default workflow templates (currently just one) that can be selected and used across repositories. Documentation
• Issue templates and configuration which will be default in all organizational repositories (but individual repos can overwrite them as needed). Documentation
• Default community documentation. For example, we currently have a default Code of Conduct in the repository that is linked from all repositories that don't adopt their own CoC. We could also add CONTRIBUTING.md and other community health documents.

If you come up with ideas for defaults that would be useful, or want to change the defaults, feel free to add them over there.
