preparations for js-ipfs 0.40

👋 hey ipfs-log, js-ipfs 0.40.0-rc.0 is out now! We ran your tests against this new version and, good news, they passed!

Please test this on non-production infrastructure and open an issue if anything unexpectedly breaks. In a few days I'll ping on this thread with goahead to start partially deploying the release candidate to production. Please see the early testers program documentation if any of this is unclear.
