[RFC] OpenXLA CPU Strategy

We recently put together the OpenXLA CPU Strategy and would love to hear your thoughts. This is a master RFC on the overall plan and will have follow-up RFCs to flesh out specific details.

Please leave comments/questions directly on the doc or as a post on the RFC Github PR. The feedback period will be open for two weeks until October 31, 2023.
