Course/Set Info panel tab order

We should think about the tabbing order of pages that have a Course Info or Set Info panel. To get to this information, the tabbing order has it come after you have tabbed through the main content (the list of exercise sets or the list of exercises). It makes more sense to have this information reach the user before they are possibly clicking to enter a set or an exercise.

At the same time, I'm not sure it would be best to simply exchange the order and leave it at that. When a user clicks the skip to main content link (to skip over all the navigation links), that takes them to the main list (either exercise sets or exercises). I think this is probably the right behavior. But if we simply exchange tabbing orders to put the info panels before the main content, then the user would have skipped over something that maybe they should not always skip over.

Not sure what to do, but I thought this is worth a discussion for ideas and/or a call for user feedback.
