Add Read the Docs configuration file to ACA-Py Root #2266

Since ReadtheDocs is transitioning to require a readthedocs.yaml in the root folder of the repository for which documentation is generated. Add the file per the guidelines given here: https://docs.readthedocs.io/en/stable/guides/setup/configuration-file.html

Must be added NLT July 15 to prevent a break in service with the RTD site.
