a street (here: Piccoloministrae) crossing in a tunnel (layer=-2) under motorway and under motorway_link is rendered below the motorway and above the motorway_link
the service roads between the motorway_links are rendered above them (which is really ugly).
It seems to me that in the past someone has tried to improve the rendering of junctions where motorway_links end on other roads, but has found a solution which was too "radical".
