Intermittent issue - Creating 2 apps in sequence causes the 2nd to fail to have a build created

Steps to recreate this issue:

• Create a new app, observe that build pipeline starts
• Immediately create a second new app - observe this error - seeing this about 50% of the time today:

Hey @ldimaggi I tried quite good number of times to reproduce the issue. It didn't occurred for me. It worked everytime for me. Could you reset your account and try it one more time.

fix for #2729 is available in Jenkins version 4.0.84

@ldimaggi Here the repo is created but it failed to push the contents of selected mission and runtime. That's why this error but I didn't able to reproduce the same.
