[ART-2567] Please prepare bundle for OCP 4.8

As we are fully branched for 4.8, please prepare your operator to supply a 4.8 bundle, so that 4.8 operator builds work. This means at least updating the package.yaml under
https://github.com/openshift/sriov-network-operator/tree/master/manifests and changing references to 4.7 to 4.8.
