[Bug]: Labels should not be required to close an issue

Describe the bug

The closeGithubIssue library also requires label but technically is not required anywhere to close an issue.

To reproduce

See the label being ignored anyway in all the commands ran as a part of the library https://github.com/opensearch-project/opensearch-build-libraries/blob/main/vars/closeGithubIssue.groovy
