[RFC/PROPOSAL] Anonymizing User Data

Some OSB customers are interested in using the create-workload feature to build their own data but are hesitant to release these workloads to the opensource community due to Personal Identifiable Information (PII). Users should have an easy way to anonymize their data (see details listed here). This can be separate from OSB and in a different tool entirely.
