[BUG] Wrong link for documentation in snapshot-management

Describe the bug

This is a very minor issue but i could not find the source files to change this and submit a PR myself so i'm creating this issue instead.
On 2.2.0, if you go to Snapshot Management -> Snapshot policies and click on the "Learn more" link, the URL is malformed. The URL takes the user to https://opensearch.org//docs/latest/opensearch/snapshots/snapshot-management/. It's malformed because it leads to a 404 error and that is because of the double forward slashes after the opensearch.org domain.

To Reproduce
Steps to reproduce the behavior:

1. Go to Index management -> Snapshot Management -> Snapshot policies
2. Click on Learn more
3. URL is malformed and leads to a 404

Expected behavior
When clicking on Learn more, the user should be taken to the correct URL, which is https://opensearch.org/docs/latest/opensearch/snapshots/snapshot-management/
