[BUG] Upgrading from OpenSearch 1.3 to 2.5 causes monitor names to disappear from UI

What is the bug?
Upgrading from OpenSearch 1.3 to 2.5 causes monitor names to disappear from UI(or show as null).

How can one reproduce the bug?
Steps to reproduce the behavior:

1. Go to 'List monitors'
2. See error - name is null or not shown
3. Select the monitor & click on Edit
4. Name shows correctly

What is the expected behavior?
the Monitor list should show names of all monitors correctly.

As suggested by the name of PR opensearch-project/alerting-dashboards-plugin#593, we've implemented a temporary fix for this issue on the frontend. Issue #1030 details observations from the investigation to far on the backend.

Tagging for v2.10.0 as we'd like to have the backend portion of this bug investigated and resolved for the 2.10 release. Transferring to the alerting backend plugin for further tracking.
