Remote Store related settings were moved to node attrs as part of RFC : Repository Registration for Remote Backed Storage #8623
Remote Cluster state introduced another final cluster settings.
If you need to migrate elected cluster manager to Remote cluster state enabled then you need to do a full cluster restart.

Describe the solution you'd like

We need to move remote cluster state related cluster settings to node attrs.
This ensures Remote cluster state is always enabled node level and doesn't require cluster restart to enable disable.
