[Workspace] Register four get started cards in home page #7332

Is your feature request related to a problem? Please describe.
Register four get started cards in home page

If the user has access to 1 workspace with this use case, when they click the card, they go straight to the getting started page for Observability or Sec Analytics, or the overview page for Search and Analytics
If the user has access to 2 or more workspaces with this use case, when they click the card, show either a modal or a popover with a list of the workspaces with that use case.

If the user is not an admin and does not have access to a workspace with this use case, show a modal that says "Contact your admin to create an "Observability" workspace
If the user is an admin but there are not any workspaces with this use case, show a modal that has a link to the workspace creation page.
