[BUG] Visbuilder configuration pane gets cut off when dragging field

Describe the bug

When dragging a field in an axis well in the visubuilder configuration pane, the pane will scroll to the right.

To Reproduce

1. Create a new visualization with visbuilder
2. Add a field to an axis well
3. Try to drag field to the right -> The pane will scroll to the right, but there is no way to get back

Expected behavior
Pane should not scroll horizontally on drag (looks like its because secondary edit pane is added to dom even when not in use)
