Is your feature request related to a problem? Please describe.

As one of new features of workspace, navigation will be refactored. As a progressive update, we will first add the dev tool entrance to the navigation in the top right header.

Describe the solution you'd like

  1. Update chrome service and define functions and components internally to register top right navigation for applications to call.
  2. Register top right navigation in dev tool app.
