[deutscheBahn] New binding: DeutscheBahn Timetables API

The DeutscheBahn serves an API that provides timetable information for railway stations in germany. This can be used to provide information about trains that will arrive / depart at one station including informations about delays and changes in the timetable.

Informations for the API can be found here: Timetables API

There are some solutions available, that support local train services (for example https://community.openhab.org/t/timetable-for-deutsche-bahn-db-and-local-ka-trains-system/112611) but these only apply to the local cities. The DB api provides information for all stations in germany.

I'm current working on it (see https://github.com/soenkekueper/openhab-addons/tree/11376-deutschebahn) and looks good, just some small issues left, PR is nearly there ;)
