On public forms, datepicker opens to this month by default, even if the specified custom range is very far back in the past (e.g. DOB). This leads to a bad user experience as users might be confused or not be able to find a selectable date.
When a custom range is specified, the datepicker should open on the month of the first eligible date if possible.
