Today, submission-disabled looks alarming and like the user may have committed an error

Ideally,

  • Submit button should say 'Submission Disabled'
  • disabled message should not appear as error toaster but rather text beneath the button

@pearlyong feel free to comment if you think this requires more design review, if not ill open this as a small-scale ux fix for contributors
