Move loading and parsing functionality of metadata JSONs to this repo

So we'll move the metadata parsing functionality such as load_site_json etc from OpenGHG to this repo.
Then we can a schema parsing function that can be used as part of a CI pipeline etc to check new contributions and that
loaded in files are of the correct format.
