[oerv_24.03sp1] 北向兼容性 oecp 测试

需求：
1. 将 oerv 24.03 LTS 版本 standard ISO文件 和 oerv 24.03 SP1 版本的 standard ISO 文件 执行北向兼容性 oecp 测试
2. 参考文档：https://gitee.com/jean9823/openEuler_riscv_test/tree/master/openEuler_riscv_compatibility_test/oecp

要求：
1. 确认 oecp 是否可以正常使用，如果报错，则需要分析报错原因
2. 将测试结果上传至 https://github.com/openeuler-riscv/oerv-qa/tree/main/testreport/2403sp1/oecp
3. DDL 2024/12/22
