Today our i18n documentation is living in frontend-platform here:

https://github.com/edx/frontend-platform/blob/master/docs/how_tos/i18n.rst

It should be moved to our actual developer documentation site in edx-developer-docs and contain links back to frontend-platform's implementation details where necessary.
