feat: retry merging Transifex PRs by only actions rerun | FC-0012

Closing and re-opening the PRs was too intrusive and doesn't always fix the issue.

Re-running failed PRs workflows has been more reliable.

Pros

• Automated way instead of having to click through GitHub UI for tens of pull requests

Cons

• Slow: It takes a minute or two to go through a list of PRs.
• Rerun all pending pull requests, including those with validation errors that needs manual intervention -- therefore wastes GitHub Actions run minutes.
