Active within 7 days and Active counts don't match

Steps to Reproduce
On the Course Comparison Dashboard:

1. View Active within Last 7 Days count for a course in Course Info table
2. For the same course as in step 1, view Active count in Learner Performance Breakdown chart

On the Course Dashboard for the same course:

1. View the Active within Last 7 Days count in the Course Information table

Expected Results
Active within last 7 days count on both dashboards and Active count on the course comparison dashboard all match

Actual Results
Active within last 7 days count on Course Comparison Dashboard and Course Dashboard and Active count on the course comparison dashboard do not match (see screenshots, below):

Active within last 7 days count on Course Comparison Dashboard = 6

Active within last 7 days count on Course Dashboard = 5

Active count on Course Comparison Dashboard = 5
