Auto-sync tags from library content to course reuse content

When I add or remove tags from a piece of content in a library and that content is reused in one or more courses, I expect that the tag changes will auto-sync without me needing to go through a publish or a manual syncing workflow.

However, when I add tags to a piece of library content in a course, that tag stays local to the course and does not sync back to the source library version.
