Open a Collection Page from the collection tile or collection sidebar

When a user clicks on a Collection tile from the Library home or the Collection tab, the collection sidebar opens (same behavior as when a user clicks on a component tile).

Users can open the collection page in two ways:

1. Clicking on the "open" button from the collection sidebar
2. Clicking on the "open" button from the 3-dot menu on the collection tile Open a collection page from 3-dot menu on a collection card #1310
