Collection count and contents are sometimes incorrect

What I authored

• "Collection To Import To", with 1 component:
  • "Existing Multi Select" (Problem)
• "Other Collection" , with 2 components:
  • "Lorem Ipsum" (Text)
  • "History Video" (Video)

What I see on the home page

"Components" section looks good ✅
"Collection to Import To" tile says (1) item ✅
"Other Collection" says (3) items ❌

What I see in the collections

"Collection to Import To" is empty. "Existing Multi-Select" (Problem) is missing. ❌

"Other Collection" only has history video. "Lorem Ipsum" (Text) is missing. ❌

Other info

• All items are published.
• No noticable errors in CMS logs or Meili logs.
• tutor dev reboot had no effect

@bradenmacdonald Yes, in some cases, but other cases need to be fixed (e.g. when deleting a component). I'm fixing all those cases so that the counter doesn't have any issues, in openedx/modular-learning#234
