Global tenant still enabled despite setting to disabled

Hi,

We're running opendistroforelasticsearch-kibana v1.13.2, and have set the following in kibana.yml.

opendistro_security.multitenancy.tenants.enable_global: false
opendistro_security.multitenancy.tenants.enable_private: false

This was working fine on version 1.11. Global tenant was disabled, inaccessible to everyone.

We recently updated to 1.13.2 and this is no longer working as expected. After a brief period, Kibana will reload, switching us back to the global tenant.
