Subject: [PATCH] Dockerfile,scripts/release: bump libseccomp to v2.5.4

Release notes: https://github.com/seccomp/libseccomp/releases/tag/v2.5.4

This affects the released static binaries (as they are statically linked
against libseccomp).
