Update documentation: Update names Load balancer to Target Allocator

Currently there is outdated documentation in the Target Allocator documentation (comments). One such example .
The task to be done: update by renaming Load Balancer to Target Allocator in documentation wherever applicable in the /cmd/otel-allocator files.
